Designates Monday, February 4, 2019 as "Rosa Parks Day" in Illinois on the anniversary of her birth on February 4, 1913.

Commemorates Rosa Parks' arrest on December 1, 1955 in Montgomery, Alabama for refusing to give up her bus seat, which sparked the Montgomery bus boycott led by Dr. Martin Luther King Jr. with approximately 42,000 African American participants lasting 381 days.

Recognizes the U.S. Supreme Court's November 13, 1956 ruling that Montgomery's segregation law was unconstitutional, leading to bus desegregation on December 20, 1956.

Honors Rosa Parks as the "Mother of the Modern Day Civil Rights Movement" whose actions inspired the civil rights movement and contributed to the Civil Rights Act of 1964.
