Directs the Illinois Auditor General to conduct a performance audit of the Department of Children and Family Services (DCFS) regarding its compliance with protections for LGBTQ youth in care

Requires examination of DCFS and contractor adherence to Appendix K of Procedure 302 and the Foster Children's Bill of Rights, which mandate affirming environments, non-discrimination, and appropriate placement based on gender identity

Audit must assess training frequency and quality on sexual orientation and gender identity for DCFS staff, contractors, and foster parents, as well as oversight mechanisms for accountability

Requires data collection on LGBTQ youth in care for calendar years 2017-2018, including placement types, lengths of stay, disruptions, incidents of running away, justice system contact, and comparisons to the general foster care population

Must evaluate access to gender-affirming medical care, including hormone therapy requests and treatment for gender dysphoria, documenting referral timelines, barriers to service, and provider qualifications
