Amends Illinois Senate Rules by adding Rules 11-3 through 11-9 to establish procedures for disciplining Senate members.

Allows disciplinary proceedings to be initiated by a petition signed by 3 or more Senate members, creating a 6-member special investigating committee (3 from majority caucus, 3 from minority caucus) to investigate charges.

Requires the special investigating committee to conduct a thorough investigation and vote by record vote on each charge, with a majority vote needed to authorize charges that may result in disciplinary action.

Establishes a 12-member select committee on discipline (6 from each caucus) to hold adversarial hearings on authorized charges, vote on guilt by majority vote, and recommend penalties including reprimand, censure, expulsion, or no penalty.

Requires the full Senate to vote by record vote on disciplinary resolutions, needing three-fifths of members elected to find a member at fault and two-thirds of members elected to expel a member.
