Creates the High-Quality Early Childhood Care and Education Advisory Committee to develop recommendations for enrolling more children and families with Department of Children and Family Services (DCFS) involvement into early care and education programs

Nearly 45% of Youth in Care are under age six, yet data shows not enough of these children are enrolled in high-quality early childhood programs despite existing identification and enrollment systems

Committee membership includes 8 DCFS deputy directors and administrators, 3 Point of Service agency representatives, and designees from the Governor's Office of Early Childhood Development, Illinois State Board of Education, and Department of Human Services, all serving without compensation

Committee must convene within 60 days of resolution adoption, meet at least three times, and submit final recommendations to the General Assembly by December 31, 2020, after which it dissolves

Early Learning Council of the Governor's Office of Early Childhood Development provides administrative support for the Committee
