State has 12 surplus properties with over 200 unused buildings dispersed across Illinois from Rockford to Tamms that remain vacant and deteriorating.

State expends vital resources maintaining these vacant properties, sometimes spending more on maintenance than the fair-market value of the properties.

Current property disposal process is cumbersome, requires interagency cooperation, and fails to quickly dispose of properties or maximize their value.

Department of Central Management Services shall compile all property-owning agencies' laws, practices, and administrative rules regarding real property sales and disposals.

Department of Central Management Services shall submit a report with recommendations for statutory, administrative rule, or practice changes to improve the property sale process to the Governor and General Assembly by September 1, 2021.
