Illinois nuclear plants provide over 50% of the state's electricity generation and avoid 45 million metric tons of carbon emissions annually, equivalent to 70% of current state carbon emissions.

Urges the Illinois Commerce Commission to prepare a report examining the impact on residential, commercial, and industrial electric rates if the Braidwood, Byron, Dresden, and LaSalle nuclear plants close before their licenses expire.

Urges the Illinois Power Agency to prepare a report on how closure of these four nuclear plants would affect reliability and capacity for the Midwest region.

Requests reports include multiple scenarios (one, two, three, or four plants closing), potential market-based solutions, and examination of a Fixed Resource Requirement prioritizing carbon-free generators.

Requires findings from both reports to be presented to the General Assembly and Governor by November 10, 2020.
