Urges the Department of Employment Security to seek federal certification and implement a Short-Time Compensation (STC) Program, also known as worksharing, which reduces employee hours instead of layoffs during economic downturns.

The STC Program would allow employers to reduce hours for groups of workers who receive reduced unemployment benefit payments, with research estimating it could prevent up to 124,000 COVID-19 related layoffs and save the State over $1 billion in unemployment insurance payments.

Directs the department to apply for federal grants available under Section 2110 of the CARES Act before December 31, 2023, with the State eligible to receive up to $4,187,442 for implementation, administration, and enrollment promotion.

Requires the department to seek 100% federal reimbursement of STC program payments and ensure the program excludes seasonal, temporary, and intermittent employees while charging no employers for federally reimbursable claims.

Mandates copies be sent to Governor JB Pritzker, the Acting Director of Employment Security, the U.S. Secretary of Labor, and the Illinois Congressional Delegation.
