Urges the Illinois Power Agency to prepare a report on how the early closure of these four nuclear plants will affect reliability and capacity for the Midwest region.

Urges the Illinois Environmental Protection Agency to prepare a report examining the carbon and air pollution impacts from the early closure of these nuclear plants.

Requests that reports include analysis of market-based solutions to address negative impacts on electric rates, regional reliability, and environmental outcomes, including examination of a Fixed Resource Requirement prioritizing carbon-free generators.

Requires reports to analyze multiple scenarios involving the closure of one, two, three, or four of these nuclear plants, with findings to be presented to the General Assembly and Governor before September 1, 2020.
