James D. Kell of Rochester, formerly of Springfield, passed away on September 13, 2020, at age 95.

Served in the U.S. Army from 1943 to 1946 and received multiple military decorations including two Overseas Service Bars, American Campaign Medal, European African Middle Eastern Campaign Medal with two Bronze Battle Stars, Good Conduct Medal, and World War II Victory Medal.

Worked as a draftsman for Sangamo Electric and Dickey John before retiring in 1989; enjoyed model railroading and golf.

Survived by four children (Kevin, Mary Ann, Karen, and Tim), eleven grandchildren, and seven great-grandchildren; preceded in death by his wife Margaret Ann Murphy.

Illinois Senate expresses condolences to his family and directs that a suitable copy of this resolution be presented to the Kell family.
