Memorializes Vernon "Vern" E. Staelens of Moline, who died on September 13, 2020.

Recognizes Staelens' athletic achievements including All State Illinois High School Football Team selection and being the first sophomore at Rock Island High School to play varsity football and basketball.

Honors his military service as a U.S. Army veteran in World War II and his 36-year career as a crew leader at Iowa Illinois Gas and Electric Company.

Notes his memberships in community organizations including the East End Club, Davenport Elks 298, Vikings Club, and as a 32 Degree Mason of Doric Lodge 319.

Extends condolences to his surviving wife, daughters Cindi Tsaboukos and Kimberly Halsey, and six grandchildren.
