Urges the Governor and Secretary of the Illinois Department of Financial and Professional Regulation (IDFPR) to issue an amended emergency proclamation authorizing dentists to receive, store, and administer COVID-19 vaccines during the public health emergency.

Requests expansion of dentists' and dental hygienists' scope of practice under the Illinois Dental Practice Act to allow COVID-19 vaccination of persons 16 years of age and older pursuant to a standing order, subject to specified requirements including a 4-hour training program, basic CPR certification, and compliance with record-keeping and immunization registry reporting.

Allows qualified dentists and dental hygienists with prior injection technique training to administer COVID-19 vaccines under an alternative "Just in Time" (JIT) training model of at least 1 hour when volunteering for mass vaccination efforts coordinated by medical facilities or local health departments.

Specifies that all vaccines must be FDA-authorized or FDA-licensed and administered according to the Advisory Committee on Immunization Practices' (ACIP) standard immunization schedule.

Addresses the shortage of healthcare providers available to administer vaccines needed to achieve herd immunity and prevent unnecessary sickness and death.
