IL SR1600

Adds Article XIII to the Illinois Senate Rules for the 101st General Assembly to govern proceedings during times of pestilence or public danger declared by the President.

Requires the Presiding Officer to designate processes for the public to observe Senate and committee meetings via video or electronic means, and for committees to receive public testimony electronically.

Allows the President and Minority Leader to establish limits on the total number of speakers and speakers per caucus for floor debate, with members prohibited from introducing guests or making points of personal privilege during these sessions.

Establishes attendance verification procedures where leadership designates excused absences at the start of each session day, with members counted as present unless they leave the Capitol before adjournment or are formally excused.

Prohibits senators from requesting verification of roll call voting results during sessions covered by this Article.
