Allows school districts to adopt research-based e-learning programs to replace scheduled emergency days or when a school is selected as a polling place under election law.

Requires school boards to hold public hearings at least 10 days before adopting or renewing e-learning programs, with notice to newspapers, parents, and employee representatives.

E-learning programs must ensure at least 5 clock hours of instruction per student, provide access to technology for all students, include non-electronic materials for those without technology access, and address needs of special education students and English learners.

Regional offices of education must verify e-learning proposals meet all requirements by September 1st annually, and school board approval is valid for a 3-year term.

School districts must pay contractors (custodial, transportation, food service) their regular daily rates for e-learning days used due to polling place selection, except for contracts entered into or renewed on or after March 15, 2022.
