• Any State mandate enacted after the effective date requiring local government expenditures is void and unenforceable unless the General Assembly appropriates funds to implement it.

• Failure of the General Assembly to make necessary appropriations relieves local governments of the obligation to implement State mandates.

• Applies to State mandates regarding any subject matter that necessitate additional expenditures from local government revenues.

• Amends the State Mandates Act (30 ILCS 805) by adding Section 9.2 and modifying Sections 6 and 8 to reflect new unfunded mandate prohibitions.

• Takes effect immediately upon becoming law.
