Department of Professional Regulation must consider mitigating factors and evidence of rehabilitation when reviewing license applications from individuals with criminal convictions, including time elapsed since conviction, age at offense, and evidence of rehabilitation.

Department must provide written notice of denial that includes an explanation of how the conviction directly relates to the applicant's inability to perform the licensed position, a list of relevant convictions, and information about appeals or reapplication timelines.

Department must post on its website a list of all State licensing restrictions that would prohibit an applicant from working in a licensed position.

Department must publish final disciplinary actions at least monthly on its website, including the specific action and name of the licensee or applicant.

Department must publish an annual report by May 1 each year with statistical data on license applications, including numbers of applicants with criminal convictions, approval and denial rates, and expungement requests.
