Extends teacher evaluation cycles for tenured teachers with "excellent" or "proficient" ratings from every 2 years to every 3 years, effective September 1, 2022.

Requires informal teacher observations at least once every 2 school years for teachers rated "excellent" or "proficient," to be established by State Board rule and joint committee agreement.

Maintains annual evaluations for non-tenured teachers and requires evaluations in the school year following "needs improvement" or "unsatisfactory" ratings.

Exempts teachers in schools covered by alternative evaluation agreements under Article 34 from standard evaluation timelines until implementation dates specified in those agreements.

Pauses remediation plan timelines when the Governor declares a public health emergency suspending in-person instruction; plans active for 45+ days resume when schools reopen, while newer plans (under 45 days) restart from the beginning.
