Amends the Illinois Vehicle Code to modify Gold Star license plate eligibility and requirements for families of military members who died in service.

Expands Gold Star plate eligibility to include surviving widows, widowers, siblings, daughters, sons, and parents of Armed Forces members who lost their lives in service during peacetime or war.

Eliminates registration fees for surviving widows, widowers, and parents of Armed Forces members who died in service during wartime.

Allows Gold Star plates to be issued for first and second division vehicles weighing 8,000 pounds or less, and permits them to be personalized or vanity plates at the Secretary of State's discretion.
