Amends the Illinois Pension Code Section 16-118 regarding the Downstate Teacher Article to allow annuitants to return to work as substitute teachers without the standard employment restrictions.

Exempts annuitants working as substitute teachers in school districts that have received a waiver from the System from the existing limits on paid days (100 days or 500 hours per school year).

Allows school districts to apply for a waiver by demonstrating a substitute teacher shortage and providing an estimate of the paid hours the annuitant will work in the school year.

The waiver provision does not affect existing restrictions on non-substitute teaching employment or the exemption already in place for participants in the program established under Section 16-150.1.

Effective immediately upon becoming law.
