Mandates instruction on consent, including recognition that consent is freely given, can be withdrawn, and cannot be given under specific circumstances such as incapacity due to alcohol, drugs, or being a minor.

Adds new requirement for age-appropriate discussion about sexting, including consequences of sharing explicit images, bullying risks, long-term legal and social impacts, and identification of school resources for assistance.

Permits parental opt-out through written objection without penalty to students; requires schools to make instructional materials available for parental review; allows school districts flexibility to adapt curricula to community needs.
