Replaces Columbus Day with General Election Day (first Tuesday in November) as a state holiday in the Election Code, Illinois Procurement Code, School Code, and Promissory Note and Bank Holiday Act.

Extends deadline requirements in the Election Code by allowing dates that fall on General Election Day to be postponed to the next business day, similar to how other state holidays are treated.

Makes the same holiday replacement change across multiple Illinois statutes to ensure consistent application of General Election Day as an official state holiday.

Takes effect immediately upon becoming law.
