Amends the State Officials and Employees Ethics Act to prohibit the Legislative Ethics Commission from adopting any rule that requires the Legislative Inspector General to seek advance approval before commencing investigations

Voids any existing rules as of the effective date that require the Legislative Inspector General to obtain the Commission's advance approval before starting an investigation

Expands the independence of the Legislative Inspector General by removing the Commission's gatekeeping authority over the initiation of investigations

Takes effect immediately upon becoming law
