HB0035 - Veterans Bill of Rights Act

• Creates the Veterans Bill of Rights Act establishing requirements for the Department of Veterans' Affairs to increase small business loans to veterans and service-disabled veterans with a goal of 7% of annual loaned funds reaching such businesses.

• Requires the Department of Financial and Professional Regulation to review all state licenses within one year, recommend how to increase recognition of military training toward licensing, and implement those recommendations within one year of the report.

• Mandates public institutions of higher education grant full academic credit for military training or service meeting American Council on Education standards, offer early course registration to veterans and National Guard members, and provide full tuition refunds for students called to active duty.

• Directs the Department of Veterans' Affairs to develop veteran health navigator services to increase access to health care coverage and implement a comprehensive strategy to reduce veteran suicide through outreach, provider training, and centralized mental health provider database.

• Requires the Department of Veterans' Affairs to develop and implement a strategy within 3 years to end veteran homelessness using coordinated community outreach, data-sharing, housing-first principles, and connection to health, mental health, employment, and training resources.
