HB0037 Summary

• Requires governing boards of all Illinois public universities and community colleges to provide at least one lactation room or secure area in buildings with public access for lactating students to express breast milk, breastfeed infants, or address breastfeeding-related needs in private.

• Lactation rooms must include at minimum a chair, table, electrical outlet for breast pumps, and sink with running water where possible, and must be located outside restroom facilities.

• Applies to University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Western Illinois University, and all public community college districts.

• Allows institutions to use existing rooms or areas to meet these requirements rather than requiring new construction.

• Takes effect January 1, 2022.
