Creates the Statewide Deferred Prosecution Funding Program Fund as a special fund in the State treasury under the Illinois Criminal Justice Information Act.

Authorizes the Illinois Criminal Justice Information Authority to award grants to State's Attorneys covering 25% of county costs to operate deferred prosecution programs.

Requires participating State's Attorneys to operate deferred prosecution programs that allow misdemeanor charges to be dismissed upon successful program completion.

Directs the Illinois Criminal Justice Information Authority to establish by rule the selection criteria and procedures for distributing grants under this program.
