Defines a "vehicle security circumvention device" as any device capable of obtaining, intercepting, or processing information from a motor vehicle keyless entry system.

Prohibits persons convicted of a felony under Section 4-103 within the previous 5 years from possessing such devices, with violation constituting a Class A misdemeanor.

Allows possession only by automotive repair/collision repair facility employees, new or used vehicle dealers, licensed locksmiths, repossession agents, and state or local law enforcement officers; violation is a Class B misdemeanor.

Requires sellers to conduct criminal background checks before completing sales and refuse to sell to buyers with felony convictions within the preceding 5 years, with violation constituting a Class A misdemeanor.

Requires sellers to confirm buyers are lawfully permitted to possess the device before completing the sale; violation is a Class B misdemeanor.
