Amends the Probate Act of 1975 to redefine "developmental disability" as a disability attributable to an intellectual disability or a related condition.

Defines "intellectual disability" as significantly subaverage general intellectual functioning with adaptive behavior deficits manifested before age 22.

Establishes "related condition" to include cerebral palsy, epilepsy, autism, and other conditions causing similar impairment, manifested before age 22, likely to continue indefinitely, and resulting in substantial functional limitation in 3 or more major life activities.

Updates evaluation requirements for guardianship petitions to allow psychological evaluations by licensed clinical psychologists (performed within one year) for intellectual disability cases, in addition to evaluations by licensed physicians performed within 3 months.

Permits licensed clinical psychologists to sign guardianship reports for intellectual disability cases, previously limited to licensed physicians only.
