Establishes a process for property owners and community associations to execute and file modifications to unlawful restrictive covenants that discriminate based on race, color, religion, or national origin.

Allows individual property owners or association boards (by majority vote) to file restrictive covenant modifications; requires boards to respond within 90 days to written requests from members and permits members to sue for attorney's fees if boards refuse to comply.

Requires restrictive covenant modifications to include the original instrument with unlawful language stricken through and a petition signed by the record owner or certified by the entity's governing body with the property's parcel identification number.

Mandates that the county recorder submit modifications to the State's Attorney for review within 30 days to verify the covenant is unlawful and the modification is correct before recording; allows recording only upon State's Attorney approval.

Limits recorder and county liability for unauthorized modifications; caps the filing fee for restrictive covenant modifications at $10; modifies covenants effective as of the original instrument's date.
