Requires the Department of Children and Family Services to adopt rules distributing treatment guidelines annually to physicians prescribing psychotropic medications to youth in its care.

Mandates the Department submit annual reports to the General Assembly detailing psychotropic medication administration, including pharmacy claims data broken down by age groups, gender, medication types, and physician consent status.

Adds ground for disciplinary action against physicians under the Medical Practice Act for repeated acts of clearly excessive prescribing, furnishing, or administering psychotropic medications to minors without prior examination and medical justification.

Requires service plans for youth in Department care to include identification of prescribed psychotropic medications by name and dosage, along with documented benefits and negative side effects.
