Replaces discretionary awards and tiered caps for wrongful imprisonment claims with a fixed award of $50,000 per year of wrongful imprisonment, prorated for partial years.

Removes previous maximum award limits ($85,350 for 5 years or less, $170,000 for 5-14 years, $199,150 for over 14 years) and replaces them with the annual $50,000 per year formula.

Maintains attorney's fees at no more than 25% of the awarded amount and includes time spent awaiting trial in the calculation of wrongful imprisonment years.

Requires annual adjustment of the $50,000 award to reflect Consumer Price Index increases for all urban consumers, with a maximum 5% annual increment and no adjustment for CPI decreases.

Applies changes retroactively to all claims pending or filed on or after the effective date of this bill.
