Persons convicted of Class X or Class 1 felonies involving controlled substances under Illinois state or comparable federal law remain permanently ineligible for cash assistance.

Persons convicted of other drug-related felonies (not Class X or Class 1) are ineligible for cash assistance for 2 years from the date of conviction, unless they are enrolled in a drug treatment or aftercare program.

Persons with drug-related felony convictions cannot be denied eligibility for food stamps based on their conviction.

Notwithstanding other provisions, persons cannot be denied cash assistance under Article IV (TANF - Temporary Assistance for Needy Families) based on any drug-related felony conviction under state or federal law.

The Act takes effect 3 months after becoming law.
