Adds "light sensitivity as a result of a traumatic brain injury" to the list of medical conditions that qualify for an exemption from vehicle window tinting restrictions in Illinois

Removes the exclusionary language that previously denied window tinting exemptions for conditions "such as light sensitivity" that could be addressed with sunglasses or eye protective devices

Qualifying individuals must obtain a physician's certified statement documenting their condition, carry it in the vehicle at all times, and renew it every 4 years

Vehicle owners seeking the medical exemption must obtain distinctive license plates or stickers from the Secretary of State and submit a copy of the medical certification to that office

Violations of window tinting requirements result in fines of $50-$500 for first offenses and Class C misdemeanor charges with fines of $100-$500 for subsequent violations
