Requires all school districts to close schools on the day of general elections, regardless of whether the school is used as a polling place.

Removes language that previously only encouraged school districts to close schools or hold teacher institute days on election day for schools used as polling places.

Amends the Illinois Election Code by adding Section 1-21 and modifying Section 11-4.1.

Maintains existing requirements that school districts must make schools available as polling places upon request from county boards or election commissioners.
