Extends Secretary of State's authority to adopt emergency rules allowing driver's licenses, permits, and identification cards with expiration dates on or after January 1, 2020 to be extended until December 31, 2022 due to COVID-19 service interruptions

Allows General Assembly members and employees to have parking fees at Springfield state parking facilities paid directly by the General Assembly through December 31, 2024, rather than through individual payroll deductions

Expands the Residential Sound Insulation Program for Chicago Midway Airport to require replacement of at least 750 residences' windows and doors per year, with residents allowed to choose replacement window color and type from a display at the airport

Suspends the Regional Transportation Authority's requirement that fare revenues equal at least 50% of operating costs for fiscal years 2021, 2022, and 2023 due to COVID-19 fiscal impacts, and similarly suspends the 10% fare recovery requirement for ADA paratransit services

Removes exemption from the Employee Sick Leave Act for employees of employers subject to Title II of the Railway Labor Act, while maintaining exemptions for employers covered by federal railroad unemployment and liability laws
