Expands the definition of "recyclable metal" to include catalytic converters and their contents, subjecting them to the same purchase registration requirements as other recyclable metals.

Requires recyclable metal dealers to obtain and record a copy of an automotive parts recycler or scrap processor license issued by the Secretary of State when purchasing recyclable metal from licensed dealers.

Prohibits recyclable metal dealers from paying cash for catalytic converters or their contents valued at $100 or more.

Establishes a Recyclable Metal Theft Task Force within the Office of the Secretary of State consisting of state officials, law enforcement, and representatives from municipalities, utilities, recyclable metal dealers, and automotive recyclers to combat metal theft statewide.

Imposes penalties of Class A misdemeanor for first offense and Class 4 felony for subsequent offenses for non-compliance, with seized metal subject to immediate forfeiture.
