Prohibits municipalities and municipal police departments from contracting with private college or university campus police departments to patrol or police within municipal jurisdiction.

Existing contracts that conflict with this prohibition cannot be renewed, extended, or expanded beyond their current authority as of the bill's effective date.

Designates regulation of such contracting as an exclusive state power, explicitly limiting home rule authority of municipalities under the Illinois Constitution.

Amends the Private College Campus Police Act to prohibit campus police departments from contracting with municipalities or municipal police departments in violation of the new restrictions.
