• Creates the Cannabis Regulation Fund to receive all revenues from the Cannabis Regulation and Tax Act, including taxes, license fees, and other fees.

• Establishes an irrevocable appropriation for refunds authorized under the Cannabis Regulation and Tax Act, processed by the Department of Revenue and State Comptroller.

• Allocates monthly transfers from the Cannabis Regulation Fund (after deducting administrative costs and refunds) as follows: 2% to Drug Treatment Fund for public education and health data collection; 8% to Local Government Distributive Fund with designated portions for law enforcement training, body cameras, pretrial services, and juvenile expungements; 25% to Criminal Justice Information Projects Fund for the Restore, Reinvest, and Renew Program; 20% to Department of Human Services Community Services Fund for substance abuse and mental health services; 10% to Budget Stabilization Fund; and 35% to General Revenue Fund.

• Requires monthly cannabis revenue transfers to Cannabis Expungement Fund for costs related to expungement of Minor Cannabis Offenses under Public Act 101-27.

• Protects the Cannabis Regulation Fund from sweeps, administrative charge-backs, and fiscal maneuvers; maintains a $1,000,000 minimum balance for administrative costs; and requires allocation review in Fiscal Year 2024.
