HB0113 - Higher Education Mental Health Act

• Creates the Advisory Commission on Serving and Supporting Students with Mental Health Disabilities in Institutions of Higher Education, established by the Board of Higher Education with up to 25 members including legislators, agency representatives, students, family members, and disability advocates.

• Commission members to be appointed within 60 days of the Act's effective date and must hold their first meeting within 60 days thereafter, with meetings limited to a maximum of 8 total meetings.

• Commission shall conduct a comprehensive study examining mental health services availability, institutional policies affecting students with mental health disabilities, protected health information practices, and the impact of mental health services on academic performance and retention.

• Commission must submit an interim report within one year of full membership and a final report within two years, with findings, conclusions, and recommendations submitted to the Executive Director and both House and Senate Higher Education Committees.

• Commission is dissolved upon submission of the final report; the entire Act expires and is repealed on June 1, 2025.
