Establishes the Illinois Drug Reuse Opportunity Program Act, allowing donation of unopened, non-expired, non-controlled prescription and over-the-counter drugs from eligible donors to recipients for dispensing to eligible patients at no cost (except for reasonable handling fees).

Recipients may only dispense donated drugs if they meet specific requirements including unopened tamper-evident packaging, proper labeling, appropriate expiration dates, and verification that drugs are not adulterated or misbranded.

Permits recipients to repackage donated drugs, further donate to other recipients, and replenish previously dispensed drugs in accordance with Section 340B of the federal Public Health Service Act.

Prioritizes dispensing of donated drugs to "priority patients" (indigent, uninsured, underinsured, or publicly insured Illinois residents) to the greatest extent practicable.

Provides immunity from civil liability and professional discipline for manufacturers, donors, and recipients for activities directly related to drug donations under this program, except for unreasonable, willful, wanton, or reckless acts or knowing possession of adulterated drugs.
