HB0120 Summary

• Allows student athletes in public schools, nonpublic schools, charter schools, and public universities to modify athletic uniforms for religious, cultural, or modesty reasons, including wearing hijabs, undershirts, or leggings without prior school approval.

• Students bear all costs for uniform modifications, though schools may optionally provide modifications at no cost to students.

• Requires any uniform modifications to not interfere with student movement or pose safety hazards; headgear modifications must be black, white, team color, cannot cover the face, have no face/neck closures, and have no protruding parts.

• Applies uniform modification provisions to public K-12 schools (Section 10-20.73), nonpublic schools (Section 22-90), charter schools (Section 34-21.9), and all Illinois public universities and community colleges.

• Amends charter school governance requirements to include at least one parent representative on boards by January 1, 2021, and requires board members to complete 4 hours of professional development training initially and 2 hours annually.
