Amends the Medical Patient Rights Act to establish a new patient right to receive care from a medical professional who is culturally sensitive to the patient's life experience.

Maintains existing patient rights including the right to receive sound medical care, be informed of treatment options, refuse treatment, and maintain privacy and confidentiality of medical records.

Requires physicians and health care providers to provide patients with itemized bills and reasonable explanations of services rendered.

Protects patient privacy by restricting disclosure of medical information except for specified purposes including treatment, payment, peer review, quality assurance, and legal reporting requirements.

Allows patients to opt out of having their health information shared through health information exchanges, with specific procedures established by the Illinois Health Information Exchange Office.
