Amends the Lobbyist Registration Act to require registration of any natural person who, for compensation or pecuniary interest, communicates with local government units to influence official action concerning automated traffic law enforcement systems.

Requires employers or compensators of persons engaging in such communications to also register as lobbyists with the Secretary of State.

Exempts communications made to judicial bodies or administrative courts regarding prosecution or defense of alleged violations under Section 11-306 of the Illinois Vehicle Code or similar local ordinances.

Defines "automated traffic law enforcement system" by reference to Section 11-208.6 of the Illinois Vehicle Code.
