• Amends the Unemployment Insurance Act to allow benefits during labor disputes caused by employer failure to comply with employment agreements, collective bargaining agreements, or state/federal labor laws regarding hours, wages, or working conditions.

• Imposes a 30-day waiting period without benefits for unemployment caused by labor disputes, strikes, or concerted employee activities, unless the employer hires a permanent replacement worker for the claimant's position.

• Requires employers who hire permanent replacements to certify in writing that the claimant will be permitted to return to their prior position upon dispute conclusion, or the claimant becomes entitled to recover all lost benefits.

• Allows the Department of Labor to impose penalties up to $750 per employee per week of benefits lost against employers who fail to permit employees to return to their positions after dispute conclusion, with penalties paid into the Special Administrative Account.

• Takes effect immediately upon enactment.
