Requires county collectors to send notices of judgment and sale by both registered/certified mail and first class mail, instead of registered/certified mail alone.

Increases the fee collected from tax purchasers to cover mailing and advertising costs from $10 to $30, payable to the county collector before issuance of any certificate of purchase.

Increases the fee collected from taxpayers who pay delinquent taxes after the notice is mailed but before the sale from $10 to $30 for the same mailing and advertising costs.

Takes effect immediately upon becoming law.
