Adds Section 356z.43 to the Illinois Insurance Code requiring health plans to cover pharmacist-provided patient care services for hormonal contraceptives, effective January 1, 2023, if the pharmacist meets licensing requirements and is included in the plan's network.

Expands the definition of "practice of pharmacy" in the Pharmacy Practice Act to include assessment, consultation, and dispensing of hormonal contraceptives by pharmacists, limited to 12-month supplies per patient, with required completion of accredited educational training.

Requires pharmacists dispensing hormonal contraceptives to have patients complete a self-screening risk assessment based on federal Centers for Disease Control and Prevention guidelines and provide counseling in a private setting.

Updates the State Employees Group Insurance Act, Counties Code, Illinois Municipal Code, and School Code to require inclusion of pharmacist-provided hormonal contraceptive services in employee health benefit plans.

Directs the Illinois Department of Public Aid to establish reimbursement rates at 85% of physician service fees for Medicaid coverage of pharmacist-provided hormonal contraceptive assessment and consultation services.
