Creates a $250 income tax credit for taxpayers who adopt an animal from a no-kill animal shelter and retain ownership for 6 consecutive months during the taxable year.

Defines "no kill animal shelter" as a facility where fewer than 10% of animals received were euthanized in the previous calendar year.

Allows excess credits to be carried forward and applied to tax liability for up to 5 following tax years, with earlier credits applied first.

Credit applies to taxable years beginning on or after January 1, 2021 and cannot reduce taxpayer liability below zero.

Effective immediately upon becoming law.
