Beginning July 1, 2021, families eligible for child care services with income at or below 185% of the Federal Poverty Guidelines pay a flat $1 monthly co-payment fee.

Removes the Department of Human Services' authority to establish a sliding co-payment scale based on family income and family size.

Removes the Department's authorization to raise parent co-payments, though the Department may still lower income eligibility ceilings or create waiting lists if needed to stay within appropriated funds.

Retains the provision allowing co-payments to be waived for families whose incomes are at or below the federal poverty level.

Takes effect immediately upon becoming law.
