Establishes the CBD Safety Act requiring manufacturers, processors, and sellers of cannabinoid products to comply with labeling, packaging, and minimum testing requirements set by the Department of Agriculture before offering products for sale.

Creates administrative penalties of $500 for first violations, $1,500 for second violations within 2 years, and $2,500 for third or subsequent violations within 2 years at the same location.

Authorizes the Department of Agriculture to adopt emergency rules for implementation and allows multiple state agencies (Department of Public Health, State Police, local police, Department of Revenue) to inspect cannabinoid product businesses for compliance.

Establishes the CBD Safety Fund as a special state treasury fund to receive penalty collections and fund the implementation, administration, and enforcement of the Act.

Takes effect 180 days after becoming law, with emergency rulemaking authority expiring January 1, 2027; regulations cannot conflict with federal law regarding cannabinoid product safety.
