Amends the Compassionate Use of Medical Cannabis Program Act to eliminate the provision that excess funds in the Compassionate Use of Medical Cannabis Fund be used for crime prevention programs.

Establishes a refund mechanism triggered when the Compassionate Use of Medical Cannabis Fund exceeds $7,500,000 at the close of business on the effective date of this amendatory Act.

Requires the State Treasurer to certify the excess amount to the Department of Public Health and State Comptroller, and the Department of Public Health to provide names and addresses of all medical cannabis patients who made purchases in the 180-day period before enactment.

Directs the State Comptroller to calculate a per-patient refund amount by dividing the excess over $7,500,000 by the number of qualifying patients, then disburse refunds from the Fund to each certified patient.

Provides for recurring refunds if the Fund exceeds $7,500,000 on June 30, 2022 or any subsequent June 30, using medical cannabis patients who made purchases during that fiscal year.
