Changes terminology from "feminine hygiene products" to "menstrual hygiene products" throughout the School Code sections covering tampons and sanitary napkins.

Expands availability requirements to include bathrooms in school buildings serving grades 4 through 12 (previously applied only to grades 6 through 12).

Requires school districts to provide menstrual hygiene products at no cost to students in all student-accessible bathrooms during the regular school day.

Establishes legislative findings that menstrual hygiene products are health care necessities and that access reduces student absenteeism.

Takes effect upon becoming law.
