Adds a new pathway for driver's license reinstatement after suspension under the Illinois Vehicle Code, allowing reinstatement once the statute of limitations has expired if the person provides evidence that no damages action from the motor vehicle accident was filed during that period

Changes the deadline for filing lawsuits to recover security deposits from "two years after the date the driver's license and registration were suspended" to the expiration of the relevant statute of limitations

Maintains existing reinstatement options including depositing required security, waiting two years with no filed claims, filing bankruptcy that includes accident claims, or five years passing with no filed lawsuit

Security deposits remain applicable only to judgments for damages arising from the accident in question, with balances of $5 or less transferred annually to the General Revenue Fund

Requires proof of future financial responsibility to be maintained for 3 years after initial filing as a condition of license reinstatement
